    US Congress Approves Troop Presence in Europe and Ukraine Aid Funding

    The US Congress has passed the defense budget for the next two years, allocating $400 million annually in aid to Ukraine to support its defense against Russian aggression. Both the House of Representatives and the Senate, where Republicans hold narrow majorities, approved the Pentagon funding bill, which awaits President Trump’s signature to become law. The legislation also includes provisions on the US military presence in Europe. It mandates that the total number of US troops within the Europe Command’s area cannot remain below 76,000 for more than 45 days without formal reporting procedures for troop reductions. Currently, over 80,000 US soldiers are estimated to be stationed in Europe, with numbers fluctuating due to rotations and exercises, particularly since the Russian invasion of Ukraine began nearly four years ago. This congressional action contrasts with recent shifts in US national security strategy, which emphasize an “America First” approach and indicate some distancing from traditional transatlantic partnerships.
