The Dutch services, AIVD and MIVD, placed third with 97 points, recognized for their significant covert operations. Ukraine’s intelligence services surprised observers by finishing fourth with 77 points, demonstrating innovative and high-risk operations. Germany’s BND rounded out the top five with 62 points, although it received criticism for its operational effectiveness. Greece, while not scoring points, remains a valuable partner in intelligence concerning Turkey. The survey involved insights from 60 intelligence professionals across 25 countries, highlighting the evolving landscape of European espionage.
