Latvian Prime Minister Andris Kulbergs echoed this sentiment, stating there is ‘currently no reason for concern.’ Ratcliffe’s trip coincided with warnings from intelligence officials regarding potential hybrid warfare tactics by Russian security services targeting the Baltic states and Poland, including infrastructure sabotage and false-flag operations. Reports indicated that the purpose of the meetings was to caution Moscow against any aggression towards NATO countries, particularly the Baltics. The CIA has not publicly commented on the visit, while Russian intelligence chief Sergei Naryshkin described the discussions as occurring in a ‘working format.’
