EU Freezes Russian Assets for Ukraine Reparations

The European Union has established a framework to utilize frozen Russian state assets to support Ukraine amid the ongoing conflict. EU Commission President Ursula von der Leyen proposed that the funds, amounting to approximately 210 billion euros, be allocated as a reparations loan to Ukraine. This decision was backed by 25 of the 27 EU member states, with Hungary and Slovakia opposing it. The plan aims to provide up to 90 billion euros to Ukraine by 2027, secured by potential future reparations from Russia. The interest and profits from these frozen assets have already been directed to Ukraine since 2024.
