According to ARD reports, Nebrasul H., initially sent to Berlin as a consular officer, has assumed the role of chargé d’affaires without the German government’s knowledge. This appointment follows a directive from the Taliban’s leadership in Kabul, despite Germany’s non-recognition of the Taliban as Afghanistan’s legitimate government. The previous chargé, Abdul P., has been relegated to a nominal role while remaining in the embassy, ostensibly to maintain diplomatic appearances. The German Foreign Office was reportedly unaware of these developments for nearly three months.
