Post-9/11 understandings heavily emphasized ideological drivers, which subsequently shaped security policies and interventions globally.

This study highlights a striking shift in focus toward younger individuals, often with unclear ideological motives, who are increasingly drawing attention from counter-terrorism authorities. This shift casts doubt on the continued relevance of traditional definitions of radicalization. How can policy effectively address individuals showing signs of radicalization in cases where ideological motivations are ambiguous or absent? Such developments pose serious challenges to established frameworks.
