Concerns about joint tasks emerged when they were first introduced into the constitution in 1969. Recently, five Social Democratic ministers proposed adding climate adaptation and environmental protection as a new joint task, aiming to showcase their party’s climate commitment. However, the opposition party raised constitutional concerns, arguing that reliance on the Left Party is unnecessary for achieving the required two-thirds majority for constitutional changes.

The complexities of implementing joint tasks involve intricate financial and administrative challenges, making rapid constitutional amendments unrealistic. As a result, the proposal was only included as a review task in the coalition agreement. The Chancellor emphasized that while funding exists, states primarily hold responsibility for heat protection, and local authorities are best positioned to address these issues.
