Germany’s revamped ‘Democracy Live!’ program introduces stricter funding rules and intelligence checks for applicants.

Federal Family Minister Karin Prien (CDU) has announced significant changes to the ‘Democracy Live!’ program, which funds initiatives promoting democracy, diversity, and combating extremism. Starting this year, applicants for the new federal-level program must undergo stricter requirements, including a two-stage review by the Federal Office for the Protection of the Constitution (Verfassungsschutz). This review, known as the Haber Procedure, assesses organizations for any constitutional concerns.

The program, active since 2014, has allocated €190 million this year to support projects against extremism, racism, and antisemitism. However, Prien aims to shift focus to initiatives representing the societal center, citing concerns about perceived left-leaning tendencies. New funding rules require applicants to be recognized legal entities with tax benefits and contribute 10% of their budget through co-financing. Additional program expansions include tackling online radicalization and fostering integration and social cohesion.
