German officials express alarm over national security risks as a satellite office of the federal digital ministry opens beside a Moscow-linked cultural center in Berlin.

Located in central Berlin, the Russian Cultural Center, an institution operated by a government agency tied to Moscow, has raised alarms among German security experts and politicians. This concern has been amplified by the recent establishment of a nearby satellite office of Germany’s Federal Ministry for Digital and State Modernization, which focuses on safeguarding critical national infrastructure. The buildings, situated directly adjacent to each other on Friedrichstrasse and Taubenstrasse, have prompted fears of potential espionage activity given the sensitive nature of the ministry’s operations.

According to security analysts, intelligence agencies may exploit the proximity of the two buildings to eavesdrop on confidential conversations or infiltrate wireless communications. Experts have highlighted potential risks, such as the use of advanced surveillance technology, including laser microphones, which can capture audio through vibrations on windows or objects within targeted rooms. Other vulnerabilities include the interception of electromagnetic signals from wireless devices or computer cables.

The German government has stated that all relevant security measures have been implemented and that the location was selected because the building was state-owned and fit the ministry’s requirements. However, critics, including members of the opposition, remain concerned about the risks of espionage given the close ties of the cultural center to Russia’s foreign ministry. They have called for heightened counter-surveillance measures to safeguard the nation’s critical digital infrastructure against potential cyber and physical security threats.
